This feature is designed for submissions that do not need to go through the normal review process. This could be because:
- Your journal goes through an Editorial Workflow outside of OJS (perhaps editors and reviewers download and email their submitted articles to one another, etc), or
- You are submitting a letter from the Editor, or front or back matter material that might not require review.
Ultimately, this tool is there if you want to submit content through OJS without going through the normal system and triggering the review stages.
