Every team has its own valuation. Some are owned by individuals, others are owned by consortia of one or more of the following: fans or private equity. Famously, the Green Bay Packers are the only publicly owned NFL Team. 

Additionally, Public Private Partnership between teams, cities, and states often partner to revitalize stadiums.

Every league has different rules on how much of a stake can be owned by a firm. For example, private equity firms can only own up to 10% of an NFL team while other major leagues allow more.
